Drinking-water connection

The connection of the real estates -placed along the main water network- to the public utility network can be initiated by the owner or user of the real estate by the service company Nyírségvíz. All informations about the possibilities, technical and administrative conditions can be announced verbally or in writing by the technical offices and / or customer service. If the connection shall be realized NOT as a part of the public utility investment, but parallelly with it, then, over the authority permissions, the written contribution of the service company is requested for the building, transformation or quit of the connection pipeline.

The processing:
The initiator of the connection shall be attended with the necessary water / sewerage application documents in our customer service. The buyer / applier shall having the plan documentation prepared by a proper, official planner, then, this, together with the prepared application, shall be submitted towards the customer service in order to get the approval of the service company. If the approval cannot be given based on the submitted plan, it must be sent back to the buyer for correction together with a letter in 15 days, including the way and form of the correction. In case the plan is suitable, Nyírségvíz gives the approval for the connection in 15 days (that shall be verified by signing point 3/a of the application form); the buyer will be informed about the approval by the customer service. The costs of the connection and the costs of connecting right shall be undertaken by the buyer / applicant. In the interest of the preliminary cost-assessment, parallelly with the submission of the approval, the service company declares the price according to the valid price regulation. According to the concerning Order, the buyer is liable to pay the costs as a deposit (in the customer service or per postal cheque). The time of the implementation shall happen after checking with the buyer. According to the Order, if an organization / company applies for connection, it shall pay a „public water utility development contribution” towards the local municipality. In the town Nyíregyháza, this contribution will be collected for the municipality by Nyírségvíz. The rate of the „public water utility development contribution” is a proportional part of the cost of the development, that is necessary for the requested service. During the order / application, the necessary water and sewage service request, that is subject of the application, shall be considered -taking the concerned activity into account- by the head of the technical office. Based on the declaration, the service provider makes a contract about the selling of the right of asset value, that’s invoice was paid by the buyer towards Nyírségvíz.
Implementation:

The construction / building of the connection pipeline shall be undertaken by the service company in 30 days after the payment of the deposit / contribution, to the costs of the buyer.

This term is valid between 1st of April and 15th of October. If the connection should not be ready from the mistake of the service company til the deadline, the company pays 1% of the deposit amount per day to the customer / applicant for the time of the delay. Except the above period, the service company may undertake the job under consideration of the weather conditions. The local service-people implement the construction in the given time, according to the plan and the valid laws. The representant of the service company issues a worksheet about the implemented works; the work shall be checked and confirmed by the customer / applicant, then, he / she receives a copy of the worksheet. The invoice about the connection shall be issued in 15 days, but latest up to 5th of next month by the service company, and shall be sent to the customer. If the amount of the invoice is higher than the budget amount, the applicant shall pay it in 15 days after issuing towards the company. If the budget is higher than the invoice, the difference shall be paid back to the customer parallelly with the invoice.

The payment of the connection right fee is getting due with the signing of the agreement, parallelly with the issuing of the invoice. In case the implementation is other than the plan, the difference of the connection right fee may shall be paid by the applicant.

To build a sub-watermeter into the domestic water-network subsequently, the approval of the service company, the owner of the real estate, and of the consumer are needed. In such a case, the customer has to submit a construction plan towards the service company to get the approval of the head of the technical office. The head of the technical office shall notify the customer about the approval or rejection of the request in 15 days.
In case of rejection the reason and the way of correction must be declared. The build-in of the sub-watermeter shall be arranged by the customer; then, after the customer notifies the service company, the sub-watermeter will be put into operation in an agreed time. If the representant of the company experiences any failure or non-compliance, that excludes the putting into operation, the putting into operation can be rejected, and bound to the quit of the barriers.
The employees of the service company check at the location of the construction, if the build-in agrees to the content of the approval, and they close the sub-watermeter with a seal, to avoid unlawful interventions. The charge of putting into operation shall be paid by the applicant towards the company locally, against a cash invoice.
